Half-circle protractors at actual size, with a radius of 6 or 8 cm, scale marks every degree or every 10 degrees, and numbers on both scales or none.
A protractor measures an angle by putting the centre dot on the vertex and the baseline along one arm. The outer and inner scales read in opposite directions, so an angle can be measured from either side. Printed at 100%, it is a real measuring tool.
Start with angles that are multiples of 10, reading the outer scale first, then ask students to check each reading against the inner scale.
